The Vietnamese State Securities Commission stated that five companies have passed the preliminary evaluation for establishing exchanges; final approval requires meeting Level 4 information security standards and maintaining approximately $383 million in registered capital. On July 16, the Vietnamese government issued a decree imposing fines of $1,150 to $1,918 for violations in the crypto asset market, with the decree taking effect today. Domestic investors will not be immediately penalized for trading on unlicensed platforms; the requirement to trade exclusively through licensed entities will take effect six months after the Ministry of Finance issues its first exchange license.
