Cardano founder Charles Hoskinson is developing a new programming language as the blockchain faces a test of commercial demand. Hoskinson said he is working with Lucas Rosa, a software engineer at Input Output Global, on the project. The proposed language supports intent-based transactions and proof-carrying data using Groth16 cryptographic proofs. Hoskinson described the proposed language as the first of its kind. The language has no launch date, and its architecture, performance characteristics and technical specifications have not yet been published.
Cardano's decentralized finance applications hold just $63 million in assets, despite ADA's market capitalization of about $8.3 billion. DefiLlama put Cardano's decentralized exchange volume at approximately $927,000 over the preceding 24 hours as of October 19. DefiLlama put weekly trading volume at $8.35 million, down 25% from the previous seven-day period. Cardano recorded 12,716 active addresses during the day. Cardano processed 28,146 transactions during the day, generating approximately $2,196 in blockchain fees. Cardano's stablecoin supply stood at about $70 million, providing a relatively small pool of dollar-denominated liquidity for financial applications.
DefiLlama put Solana's decentralized finance deposits at approximately $5.9 billion. DefiLlama put Solana's decentralized exchange volume at $1.45 billion over the same 24-hour period. Solana's stablecoin supply exceeded $15.5 billion. Solana's market capitalization stands at roughly $62 billion, about seven times Cardano's, while Solana's decentralized finance deposits are more than 90 times larger.
Cardano's limited liquidity creates a commercial challenge beyond transaction-processing capacity. Decentralized exchanges need sufficient liquidity to accommodate larger trades without significant price slippage. Lending platforms require deposits and borrowing demand to generate revenue. Limited activity can make applications harder for developers to sustain, reducing incentives for additional capital to enter the ecosystem.
Ouroboros Leios is a forthcoming upgrade designed to substantially increase Cardano's transaction-processing capacity. The development roadmap targets throughput improvements of 10 to 65 times through phased implementation, potentially supporting more demanding applications. Hoskinson said Leios would complete his original vision for Cardano, including decentralized consensus and governance, the extended unspent transaction output accounting model, Plutus smart contracts, formal verification and multiple independent node implementations. Leios still awaits deployment. Cardano's modest transaction volumes suggest that expanding demand may prove just as consequential as increasing technical capacity.
The proposed programming language could change how developers design and run applications on Cardano. Intent-based systems let users specify desired transaction outcomes while software executes transactions under predefined conditions. Intent-based execution could simplify multiple asset exchanges, automated execution and complex settlement requirements. Proof-carrying data attaches cryptographic evidence to information to support the information's validity. Combining proof-carrying data with Groth16 zero-knowledge proofs could allow applications to verify certain transactions or computations without exposing all underlying information. The approach could support financial products requiring automated settlement, confidential verification and more sophisticated interactions between decentralized services.
Rosa previously helped develop Aiken, a programming language designed to make Cardano smart-contract development more accessible. Aiken aimed to simplify development historically associated with Plutus and its Haskell-based programming environment. Aiken's compiler, testing tools and more familiar syntax were intended to lower technical barriers for developers entering the ecosystem. The new project could extend that effort into intent-based execution and cryptographic verification as decentralized applications incorporate automated trading and autonomous software agents.
Cardano already supports cryptographic primitives capable of verifying pairing-based zero-knowledge proofs. The proposed language's commercial appeal will depend partly on how effectively the language makes those capabilities accessible to developers. Improved developer tools can reduce application launch costs and complexity, but developers also need users, liquidity and transaction demand to make applications commercially sustainable.
Cardano Founder Unveils New Programming Language Amid $63M TVL Challenge

Cardano founder Charles Hoskinson is developing a new programming language with IOG engineer Lucas Rosa, supporting intent-based transactions and Groth16 proofs. ADA’s market cap is $8.3B, but DeFi TVL is just $63M, with daily DEX volume at $927K and stablecoin supply at $70M. Solana’s DeFi deposits and stablecoin supply are $5.9B and $15.5B, respectively. Hoskinson also announced the upcoming Ouroboros Leios upgrade to increase transaction capacity 10-65x. The new language could simplify complex transactions and enable confidential verification via proof-carrying data. The daily market report shows Cardano lags behind major rivals. The fear and greed index remains cautious amid slow DeFi growth.
