In parallel, the ECB wants to: • extend the stablecoin yield ban to staking, lending and borrowing • regulate those services at EU level • replace the bank-deposit reserve floor with 1-day / 5-day liquidity rules Register: ~349 CASPs. Banks now ~23%. Still zero ART issuers. Nothing changes on 1 Oct. Any rewrite is a 2027 story.
