In Brief:
- Stellar has scheduled November 3 and 23 votes for its Bell upgrade, introducing smart account improvements and faster ledger processing.
- Protocol 30 introduces updated ledger formats and SDK compatibility requirements, while Stellar advances quantum-safe signing to protect accounts against threats.
- XLM gained 4.80% to $0.183 amid broader market recovery, while Stellar prepares additional network upgrades and stronger cryptographic security measures.
Stellar has scheduled November votes for its Protocol 30 Bell upgrade, introducing changes supporting business smart accounts and network security improvements. The upgrade also introduces technical enhancements designed to support faster ledger processing and future quantum-safe signatures.
According to Stellar’s recent X post, testnet voting is scheduled for November 3, 2026, at 17:00 UTC. Mainnet voting will follow on November 23 at the same time, marking another milestone in Stellar’s development roadmap.

Stellar Protocol 30 Introduces Ledger Changes and Developer Requirements
Stellar Core v30.0.0 received its stable release last week, while additional infrastructure and SDK releases are expected this week. These updates will help developers prepare their applications for the upcoming protocol changes.
Significantly, Protocol 30 modifies the ledger header format through CAP-88, potentially preventing older SDKs from decoding updated ledgers. The revised SDKs include updated XDR definitions and support for muxed contract addresses introduced through CAP-84.
These addresses use the W strkey format, expanding functionality for applications built around smart contracts. Developers must update their software to maintain compatibility with the upgraded network.
Stellar Advances Quantum Preparedness Plan to Protect Network Accounts
Stellar introduced its Quantum Preparedness Plan in June 2026 to address security threats associated with advancing quantum computing technology. The initiative outlines measures to strengthen account protection and prepare the network for quantum-resistant cryptography.
Enterprise wallets could adopt quantum-safe signing through Soroban contract accounts during 2026. Additionally, Stellar expects every account to support quantum-safe signers by 2027 without changing existing addresses or transaction histories.
The roadmap addresses vulnerabilities associated with Ed25519 signatures, which sufficiently powerful quantum computers could potentially compromise using Shor’s algorithm.
Stellar also plans separate consensus improvements to protect validator authentication against potential signature forgery.
XLM Price Gains as Stellar Prepares Network Upgrade
XLM climbed 4.80% over 24 hours to approximately $0.183 as the broader cryptocurrency market recovered. Meanwhile, Stellar’s upcoming upgrade introduces additional network functionality alongside its longer-term security initiatives. The November votes represent important milestones in Stellar’s protocol development and preparations for quantum-resistant account security.
