Key points
- Toto Finance is seeking 22 million ADA for copper investment.
- Copper prices need to rise by approximately 49% to break even.
- This proposal may consume half of the remaining treasury spending allocation.
The Cardano community treasury is facing an unusual investment decision: spend approximately $5 million to purchase physical copper, hoping the metal's price will rise nearly 50% to recoup the initial funds.
According to its official governance proposal, Toto Finance has applied for 22 million ADA to establish a strategic copper reserve on Cardano.
The proposed investment will purchase physical copper, represent it via blockchain tokens, and ultimately return the proceeds from sales to the Cardano treasury. Voting will continue until November 15, and no withdrawals have been approved yet.
Why does this copper investment require a 49% increase?
The core issue is how the proposed $5 million budget will be allocated.
Of the 22 million ADA applied for, approximately 14.72 million ADA, or 66.9%, will be used to purchase COMEX Grade A copper cathodes. The remaining funds will be allocated to storage, insurance, auditing, technology development, oversight, and administrative expenses.
According to Toto's full budget model, the purchase price for copper is approximately $6.73 per pound, and the selling price is approximately $10.06.
This means that if the dollar value of ADA remains unchanged, the price of copper would need to increase by approximately 49.4% to cover the vault's total expenses.
If actual expenses are lower, the threshold may be reduced; however, if ADA appreciates relative to the US dollar, it will become more difficult to recover the original token amount.
Toto's founder, Monty Metzger, told CoinDesk that if copper prices rise 30% annually, they could generate approximately 69% growth over two years.
However, this is only a hypothetical scenario—the price of copper could also fall.
Toto Finance will retain the commercial rights to the tokenization business.
The proposal will store copper in an approved U.S. warehouse near New Orleans, with each pound of verified copper represented by a token called CuTT.
Toto plans to hold these metals for 18 to 24 months, then sell them gradually, returning net proceeds and unused funds within 36 months.
However, Toto will retain legal ownership of the copper, subject to the proposed security interests, and will retain its commercial rights to its independently funded tokenized business.
The company can receive up to 3.36 million ADA through project management payments, execution fees, and allowable operating profits.
This raises an important governance issue: Cardano will fund the physical reserves and bear the commodity price risk, while Toto may separately benefit from developing its tokenized platform.
This proposal model reflects the broader trend of real-world asset tokenization, but unlike many tokenized investment products, it heavily relies on the appreciation of a physical commodity.
Cardano has previously explored institutional investment programs and blockchain interoperability as potential ways to expand its financial ecosystem.
Copper investment voting could consume half of Cardano's remaining spending capacity.
At the time this proposal was submitted, the treasury budget was also under strain.
Cardano's current withdrawal limit allows for the use of up to 500 million ADA until approximately July 2027. As of October 16, it has been reported that 457.4 million ADA have been utilized.
If an additional 22 million ADA are approved, approximately 51.6% of the remaining 42.6 million ADA allocation will be consumed.
This makes the decision especially critical for other projects seeking community funding.
Cardano's governance previously rejected a key proposal, including the budget for the 2026 Cardano Summit, which failed to pass despite receiving 65.21% support.
Founder Charles Hoskinson also emphasized the importance of ecosystem development supported by the treasury.
Meanwhile, institutional interest in tokenized financial assets continues to grow, but this does not guarantee demand for tokenized copper.
