SEC Chair speaks on "Leadership in Financial Innovation" at Solana Summit, but speech does not equal a regulatory shift. Paul Atkins, in his speech on September 14, stated that the U.S. must preserve its global leadership in financial innovation and integrate cryptocurrency into broader discussions on modernizing capital markets. ① The Chair’s remarks signal regulatory direction and policy preferences, not legally binding final rules. ② For Solana, the inclusion of public blockchains in discussions on securities trading, settlement, and tokenization is itself a shift in identity. ③ The industry still needs to address custody, market manipulation, disclosure requirements, identity permissions, and on-chain final settlement responsibilities. ④ The simultaneous stagnation of the CLARITY Act also reminds the market: administrative attitudes and congressional legislation are not aligned. My own assessment: The value of such speeches exceeds that of a single piece of good news, as they shape how future products can enter regulatory sandboxes. But I do not equate regulatory goodwill directly with asset prices—details of the rules determine the commercial landscape. @Solana_zh @solana @SolanaInstitute @SECGov
