Congress is still debating who regulates crypto. The SEC just rewrote who legally owns a stock. Sept 1 proposal: First overhaul of transfer-agent rules since the 1970s. Those firms keep the official shareholder list. The SEC now wants that list allowed on a blockchain. Not a token listing. The ownership record itself. Atkins said if CLARITY stalls, the SEC uses the power it already has. Still a proposal. The direction isn’t.
