The SEC just proposed modernizing transfer-agent rules that have barely changed since the 1970s and 80s. One detail stands out: the proposal explicitly recognizes the use of blockchain technology in securities offerings and share transfers. Transfer agents are core infrastructure for recording ownership and facilitating securities transfers. As tokenized securities move onchain, the regulatory framework around that infrastructure has to evolve too. Tokenization is increasingly becoming less about whether securities can move onchain, and more about how the existing financial system adapts around them. Still a proposal, but an important signal for the RWA market.
