The Y-axis of the curve proposed by A.W. Phillips was the nominal wage growth rate. Because it also fit well with the inflation rate, the CPI version began to be used, and eventually became the dominant version. This contributed to the origins of the "reflation festival" and even gave rise to a Japan-specific economic notion that "when unemployment falls, average wages decline."
