ChainThink reports that on July 23, the U.S. startup organization Little Tech Association, along with 179 signatories including Y Combinator, sent a letter to the Trump administration opposing a complete ban on Chinese open-weight models.
The letter specifically names Kimi K3 and Qwen3.8 Max. The signatories stated that open-weight models can be downloaded and deployed locally for modification, eliminating the need to hand over data to model providers; many U.S. startups have already integrated Chinese open models into their production operations.
A complete ban will not prevent the relevant models from spreading overseas; it will only increase costs for U.S. companies.
Particle founder Suhail Doshi warned that a ban could plunge hundreds of companies relying on open models into crisis, potentially benefiting closed-source model providers like Anthropic.
Currently, the Trump administration has not proposed a formal ban, and the Department of Commerce has not drafted any entity list measures.
