But there is an important distinction. September 15 is not a final vote to pass the CLARITY Act.

At 2:15 p.m. ET, senators are expected to vote on cloture for the motion to proceed to H.R. 3633. In practical terms, lawmakers are deciding whether to move forward with debating the bill. Clearing that hurdle generally requires 60 votes.

Why the Vote Matters for XRP

The CLARITY Act seeks to draw clearer boundaries between the SEC and CFTC in digital-asset markets and establish a broader regulatory framework for crypto trading and issuance.

The House already approved H.R. 3633 by 294–134 in July 2025, including support from 78 Democrats, giving the legislation an unusually bipartisan foundation by Washington standards.

For XRP, regulatory certainty has particular significance after years of litigation and debate over how the asset should be classified. However, the Sept. 15 vote would not itself classify XRP, nor would it immediately change XRP's legal status. A successful cloture vote would simply allow the Senate process to continue.

U.S. spot XRP ETFs attracted $110.49 million during the week ending Aug. 28, their strongest weekly inflow of 2026. Total cumulative inflows climbed to roughly $1.66 billion, even as XRP's spot price slipped back toward $1.38. That divergence between institutional demand and price has become one of the market's more closely watched signals.

If cloture fails, the bill's prospects for 2026 would become considerably weaker. Reuters has reported that unresolved disagreements over ethics provisions, anti-money-laundering safeguards and protections for traditional banks remain major obstacles.

That makes September 15 meaningful for XRP without making it a guaranteed price trigger.

The real question is not whether one Senate vote suddenly sends XRP higher. It is whether Washington moves materially closer to giving digital assets a durable regulatory framework: something institutional investors have spent years waiting for.
