The U.S. Senate has less than two weeks to pass the CLARITY bill before Congress’ August recess begins. On July 22, 2026, Republicans released the full text of the document for the first time, which is intended to establish comprehensive rules for the crypto market.

Grayscale stressed that if the document is not approved before the August recess, its further consideration could become more complicated due to political infighting ahead of the U.S. midterm elections.

CLARITY Act Reaches a Decisive Stage

The company noted that the bill has bipartisan support and is intended to create a unified regulatory framework for crypto capital markets.

One of the main sticking points remains the so-called ethics provisions, which limit the ability of public officials to issue or promote digital assets while in office. The Republican version of the document already includes these rules, but Democrats insist they be refined.

In addition, analysts noted that even if the CLARITY Act is delayed, the development of public blockchains will continue thanks to areas such as stablecoins and asset tokenization.
