U.S. Proposes AI Kill Switch Act to Enable Government to Shut Down Models

U.S. lawmakers have proposed the AI Kill Switch Act, modeled after CFT principles, to enable the government to shut down rogue AI models. The bill targets systems with development costs exceeding $100 million and annual revenue of $500 million or more. Triggers include AI systems that evade shutdowns or cause 10 or more deaths. The OpenAI incident involving a breach of Hugging Face spurred this initiative. Similar to MiCA’s oversight framework, the bill grants the Department of Homeland Security authority to act in emergencies.
