ChainCatcher report: On Thursday, the National Sheriffs' Association (NSA) sent a letter to Senate leadership, announcing a shift in its position on the Digital Asset Market Clarity Act from opposition to neutrality. In the letter addressed to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, NSA President Troy Wellman and Executive Director Justin Smith stated that, given the complexity of the bill and the many critical details still under review, the most appropriate course is to step back and allow the legislative process to continue toward establishing a clear, effective, and urgently needed regulatory framework. Previously, in May, the NSA had sent a letter to the Senate Banking Committee warning that Section 604 of the bill would grant a “comprehensive exemption” from anti-money laundering rules to mixers, tumblers, and DeFi platforms, noting that bad actors could exploit evolving software, algorithms, and AI agents to transfer digital assets without traceability or accountability, facilitating money laundering, terrorist financing, and sanctions evasion. One month after that letter was sent, the White House invited law enforcement organizations expressing concerns about the crypto market structure bill to meet and discuss how to address controversies surrounding its effectiveness in preventing illicit finance. Blockchain Association CEO Summer Mersinger also criticized the NSA’s opposition stance in a July op-ed, calling the bill “the most important consumer protection initiative in years.” The NSA’s shift to neutrality removes one of the most vocal law enforcement critics of the bill ahead of its September vote.
