The U.S. Department of Defense reportedly sought AI with the "lowest refusal rate" for military use, according to MetaEra and FOIA documents shared by The Intercept. The 2025 contract, P00003, worth up to $200 million, involved OpenAI, Google, xAI, and Anthropic. OpenAI’s Nate Evans denied that the clause was finalized. Concerns remain regarding CFT, as the agreement permits government-approved uses. A February 2026 contract allows OpenAI access to classified networks. MiCA compliance has yet to be addressed in such defense-related agreements.
