U.S. President Donald Trump has approved a package of ethics measures in the crypto market structure bill (CLARITY), journalist Eleanor Terrett reported. This was a key obstacle to moving the initiative forward.
What Stage Is the CLARITY Act At?
This is a framework bill for regulating the crypto market. The U.S. House of Representatives approved it in the summer of 2025. The bill was then sent to the Senate for review by the Agriculture Committee and the Banking Committee.
The first approved its version of the CLARITY Act in January 2026, and the second — in May. Next, the bill must go to a vote in the Senate, where it needs 60 votes to pass.
At the same time, Democrats publicly opposed the bill, noting that they would not accept it without ethics provisions. These are clauses that would bar the president, the vice president, and other senior officials from having business interests in the crypto sector.
Trump’s Decision
Last week, reports emerged that the president would hold a meeting, including with Senators Cynthia Lummis and Bernie Moreno. According to the press, the parties discussed the ethics provisions. Trump was reportedly offered several compromise options.
According to The Block, the meeting did not deliver the expected outcome. However, Trump then appears to have changed course and approved a certain package of amendments. What exactly they contain is unknown at the time of writing.
Terrett said they were sent to a number of Republican senators for review. This could mean the new bill text will be made public in the near future.
This also clears the way for the CLARITY Act to be approved, which is crucial to get done before the Senate’s August recess and the 2026 midterm elections in the fall.
