ChainCatcher report: In response to discussions about Hyperliquid’s degree of decentralization, Solana Labs co-founder Anatoly Yakovenko (toly) stated that he has raised the same criticism against all L2s: the key to determining whether a system is permissionless is whether users can participate in any part of the protocol stack using their own resources without approval from a trusted third party. If they cannot, then it is not permissionless. Toly said that no matter what users do, they cannot run the Base sequencer or the Hyperliquid sequencer—making this identical to the L2 issue he has criticized.

Solana co-founder Anatoly Yakovenko said permissionless systems allow users to run any protocol layer without third-party approval. He singled out Base and Hyperliquid, stating that users cannot run order books no matter what they do. His comments come amid ongoing Layer 2 scaling news and recent protocol updates on Solana. Yakovenko reaffirmed his position on the limitations of Layer 2 solutions and the necessity of true decentralization.
