On July 29, the tenth session of the "Legal Services Supporting High-Quality Enterprise Development" and "Judicial Assistance for Enterprises Lecture Series"—titled "Legal Service Opportunities and Compliance Practices in the AI and Web3 New Frontiers"—was successfully held at the Go Global Global Service Center in Nanshan District, Shenzhen.

The event began with Zheng Fangying, Deputy Chairperson of the Blue Sea Law Research and Commercial Mediation Center, delivering a special presentation on the functions and services of the Nanshan District Foreign-related Legal Services Platform. According to the introduction, the platform features five core service modules providing comprehensive online and offline coverage: First, an offline consultation window offering free public advisory and referral services across six key areas, including cross-border investment, international trade, and intellectual property; Second, precise resource matching services that leverage Nanshan’s legal services database and global expert networks to enable “point-to-point” alignment by country, industry, and specialty; Third, legal awareness and early warning publicity through two flagship programs, “Global Legal News” and “Global Legal Services,” which regularly disseminate global policy updates, risk alerts, and real-world service cases; Fourth, a green channel for foreign law verification, reducing the threshold and cost of legal research for local enterprises; and Fifth, free foreign compliance health checks for small and micro enterprises, identifying risks in areas such as export controls, cross-border data flows, and intellectual property, and providing actionable remediation recommendations.
In addition, the platform offers multiple functions, including attracting and incubating foreign law firms, facilitating corporate legal affairs exchanges, and enhancing the capabilities of international legal talent. It attracts overseas law firms to establish operations through a chamber-style co-working model, establishes a “Corporate Legal Hub” and an industry liaison mechanism, collaborates with universities to cultivate international legal talent, and works with law firms, arbitration institutions, business associations, and university think tanks to build a comprehensive ecosystem for international legal services.

The event invites two seasoned industry experts to deliver keynote presentations on the cutting-edge fields of Web3 and AI, systematically breaking down compliance pathways for businesses by integrating global regulatory trends with local practical experience.
Liu Honglin, founder and managing partner of Shanghai Manqun Law Firm, delivered a presentation titled "Legal Service Opportunities and Compliance Practices in the New Web3 Landscape." He began by examining the global regulatory landscape for crypto assets, outlining recent policy developments in major jurisdictions such as U.S. stablecoin legislation and Hong Kong’s virtual asset regulations. He then provided a systematic analysis of the industrial logic behind Web3.0’s transition from an "internet of information" to an "internet of value," along with the evolving trends in diverse applications including stablecoins, DeFi, NFTs, and DAOs.
Addressing practical concerns of enterprises, Director Liu Honglin analyzed the innovative value and potential risks of crypto payments in transforming traditional settlement models, drawing on industry practices and foreign trade applications of stablecoin cross-border payments. Leveraging big data from judicial cases involving virtual currencies, he dissected the current judicial rules and key disputes surrounding crypto-related conflicts within China. He emphasized that enterprises entering the Web3 space must strictly adhere to domestic regulatory boundaries, while also expanding into overseas markets through compliant structural designs. He systematically outlined a comprehensive legal service framework for Web3 enterprises going global, covering aspects such as global corporate location selection, equity structure setup, licensing applications, compliance and risk control, investment and financing services, dispute resolution, and digital asset recovery—providing clear, actionable guidance for enterprises to comply with regulations while entering new markets.
Following this, Chen Huan, founder of Guangdong Kesi Law Firm, presented on the topic “New Legal Opportunities and Compliance Practices in the Age of AI Development,” proposing the core vision of “ensuring AI adheres to human rule of law.” He noted that the rapid evolution of AI technology is reshaping the paradigm of legal services—shifting from traditional post-hoc legal opinions and contract reviews to active participation in product definition and embedded, lifecycle-wide governance within business processes. The industry urgently needs professionals who understand technology and can implement solutions—“Legal FDEs” (Front-End Deployment Engineers).
In his presentation, Chen Huan systematically broke down the five core legal issues in the deployment of the AI industry: first, data compliance—clarifying the boundaries of data authorization across training, fine-tuning, RAG, and evaluation phases, as well as rules for protecting personal information and trade secrets and governing cross-border data flows; second, intellectual property—addressing full-chain copyright risks and open-source license compatibility issues from input training and model distillation to output content; third, content security—building a multi-dimensional content governance mechanism involving models, products, and operations to balance safety with user experience; fourth, regulatory compliance for deployment—encompassing multi-level entry requirements such as entity qualifications, algorithm registration, and security assessments; and fifth, liability allocation—defining responsibility distribution and dispute resolution pathways for actions autonomously executed by AI agents.
He shared a practical compliance framework that covers the entire lifecycle of AI enterprise development—including research and training, product launch, business growth, and dispute resolution—providing a professional path for companies to balance technological innovation with risk management.
