ChainThink reports that on August 5, according to TASS, Russian President Putin has signed the "Digital Currency and Digital Rights Law," with its core provisions taking effect on September 1.
The law establishes an operational framework for cryptocurrency exchanges, digital asset custodians, and market participants, and sets the conditions under which investors may purchase cryptocurrencies. Only entities listed on a dedicated registry may engage in cryptocurrency trading; however, until July 1, such entities may operate without registration.
The minimum capital requirement for relevant institutions is 15 million rubles, approximately $187,339.
Retail non-qualified investors may purchase only the most liquid cryptocurrencies through intermediaries, with an annual purchase limit of 300,000 rubles (approximately $3,700) per intermediary. Qualified investors are not subject to this restriction and may purchase any cryptocurrency;
Both types of investors must pass a specialized suitability test. The law also retains the prohibition on using digital currencies and digital rights as a means of payment or legal tender within Russia.
