Ripple CEO Brad Garlinghouse believes the United States can still become the leading global center of the cryptocurrency industry. According to Garlinghouse’s X post, achieving that ambition remains possible despite ongoing regulatory and legislative uncertainty.


He urged policymakers to complete the work required to establish America as the world’s leading destination for cryptocurrency development. Garlinghouse shared his position while responding to CFTC Chairman Michael Selig’s comments about an August 19 White House meeting.


President Donald Trump hosted executives from cryptocurrency, finance, and technology companies alongside senior federal financial regulators. Selig argued that the administration wants the next generation of modern financial infrastructure developed within the United States.


SEC Chairman Paul Atkins and Selig represented the two federal agencies holding major responsibilities for cryptocurrency oversight. Industry leaders view regulatory clarity as necessary for keeping cryptocurrency businesses, talent, and capital within American financial markets.

CLARITY Act Faces Narrower September Voting Schedule

However, the CLARITY Act may not secure congressional approval before the midterm elections because lawmakers face a shortened voting calendar. As reported by 36Crypto, House Republican leaders canceled eight voting days across two weeks, reducing the chamber’s September schedule.


Lawmakers will return on September 14 for four voting days before leaving Washington until the post-election session begins in November. The reduced calendar creates an obstacle because Senate approval alone cannot send the legislation to President Donald Trump.


Instead, the House must approve the Senate’s version before the measure can reach the president for consideration. Consequently, the schedule makes passage before the midterm elections extremely unlikely.


However, Senate committees developed different language, requiring both chambers to reconcile their proposals before completing the legislative process. The CLARITY Act would divide digital asset oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission.


Additionally, the bill would prevent government officials and their spouses from holding or promoting cryptocurrencies while occupying public positions. Garlinghouse’s confidence therefore depends partly on whether Congress can convert the administration’s cryptocurrency ambitions into workable federal legislation.


Without timely agreement, lawmakers may push consideration into the post-midterm lame-duck session, extending uncertainty across the digital asset industry.
