In today's blockchain world, completing an on-chain transaction still feels like going through multiple checkpoints: first authorization, then the transfer, and finally a separate payment for gas fees. This fragmented process not only slows down large-scale adoption but also causes headaches for enterprises and real-world asset (RWA) platforms that prioritize compliance, transparency, and efficiency.
Targeting this core pain point, Quack AI, an AI protocol focused on on-chain governance, has officially launched the Q402 Execution Layer. This is an infrastructure built specifically for "trustless, strategy-aware" on-chain payments and serves as a core component of Quack AI's "AI Autonomy Stack." The introduction of Q402 aims to redefine the execution logic of on-chain transactions.
Q402 states that it is the first execution and governance layer in the agent economy to achieve unified "sign-to-pay" functionality. To date, it has integrated over 40 major public blockchains, including BNB Chain, Linea, Polygon, and Base. Additionally, it has issued over 7 million on-chain identities through its proprietary "Governance Passport" system, accumulating extensive practical experience in real-world business scenarios.
In July 2025, Quack AI completed a $3.6 million funding round co-led by Animoca Brands, Kenetic Capital, and Merlin Chain. The funds have been fully invested into the multi-chain ecosystem expansion and the improvement of developer tools for Q402.
This time, we exclusively interviewed Quack AI's Chief Business Officer, Rix, who provided an in-depth explanation of how Q402 systematically addresses key challenges in on-chain transactions—compliance, auditability, and execution efficiency—through its "sign-to-pay" model.
Q402 targets the following market pain points: 1. **High Cost of Traditional Solutions**: Many existing solutions in the market are expensive, making them inaccessible to small and medium-sized enterprises (SMEs). Q402 offers a more cost-effective alternative without compromising on quality or performance. 2. **Complex Implementation
1. ChainCatcher: First, could you introduce Quack AI and its role in the ecosystem?
Rix:Quack AI is building an "AI Autonomous Stack." Simply put, it is an infrastructure that provides intelligent governance, compliance checks, and transactions across blockchains for agents, organizations, and protocols.
This system relies on three core pillars:
Governance Intelligence: Bring AI-driven decision-making and strategy automation to the blockchain.
Q402 Executive Layer: Implementing transactions on the EVM network that require no trust in third parties and are policy-aware.
RWA Infrastructure: Securely and compliantly connect verified real-world assets and institutions to the blockchain.
The integration of these three elements forms the foundation of what we call "autonomous governance." In this framework, AI agents, users, and enterprises can operate transparently and securely under predefined policy logic. Q402 serves as the "execution engine" to realize this vision, transforming governance and compliance rules into verifiable on-chain actions.
2. ChainCatcher: Why was Q402 created? What problem does it actually solve?
Rix:Frankly speaking, most on-chain systems today still rely on the old-fashioned, manual multi-step process of "authorization - transfer - pay gas." This directly limits scalability, creates a poor user experience, and makes compliance particularly complex for institutions and RWA platforms that require transparency and auditability.
The idea behind Q402 is straightforward: to integrate these fragmented steps into a single, verifiable workflow. Users or agents only need to sign once; the system automatically handles gas fees, and every transaction follows pre-defined strategy rules. Ultimately, we have built a secure and strategy-aware execution layer, making autonomous payments truly feasible on EVM networks.
3. ChainCatcher: What changes does this mean for enterprises and RWA platforms?
Rix:There are significant changes. Q402 provides a unified workflow for transactions that require traceability and compliance. Teams can now directly embed rules into the protocol, eliminating the need for cumbersome manual approvals, backend scripts, or custodial signatures.
Each transaction now comes with built-in governance capabilities. It carries its own strategy, executes it autonomously, and is inherently auditable. As a result, whether it's RWA operations, fund management, or credit transfers, all can be completed through a single secure and traceable signature, eliminating the need for multiple layers of manual processes.
4. ChainCatcher: In addressing compliance challenges in the RWA market, what specific measures has Q402 taken?
Rix:The RWA (Real-World Assets) field has long faced challenges in verification, cross-jurisdictional compliance, and real-time reporting. Q402's approach is to embed verification and policy enforcement directly into the transaction flow. Only actions that comply with the defined policies will be executed, and all audit data will be permanently recorded on the blockchain. This enables decentralized systems to meet institutional-grade trust requirements without relying on external intermediaries.
How does Q402 work?
5. ChainCatcher: What makes Q402 unique compared to other payment protocols?
Rix:Many systems focus on speed or wallet experience. At the core of Q402 is "governed execution"—every action must pass policy checks, verification, and traceability before finalization. We are not just processing payments, but handling "authorized intent" with programmable governance endorsement. This makes it suitable not only for autonomous AI systems, but also fully appropriate for regulated institutions that require built-in trust, transparency, and compliance.
6. ChainCatcher: Could you briefly explain the architecture of Q402?
Rix:Q402 unifies the three layers of authorization, execution, and verification within a single framework:
Intention Layer: Captures structured transaction instructions from users, agents, or applications.
Executive Layer: An "Executive Coordinator" is responsible for executing instructions, sponsoring gas fees, and applying governance logic.
Verification Layer: Records all results, strategies, and audit data on the blockchain.
Currently, Q402 is already live and running on the BNB Chain. BNB Chain is the first network where our execution architecture has been fully activated, and it has perfectly demonstrated its "gas-free, policy-aware" execution capabilities in a high-throughput production environment. Q402 was designed from the start for multi-chain environments, and BNB Chain serves as our starting point and blueprint for expansion to other EVM networks. By integrating Q402, developers can easily implement single-signature payments, automatic settlements, and agent interactions—all aligned with a unified verifiable standard.
7. ChainCatcher: What technology ensures secure, gas-free execution?
Rix:The core technology is based on two major Ethereum standards: EIP-7702 and EIP-712.
EIP-7702 allows users to securely authorize an "execution coordinator" at the protocol level to pay for gas and execute complex transactions with just a single signature.
EIP-712 ensures that users sign clearly defined intentions and policy rules, rather than ambiguous requests.
Combined together, they enable execution that requires no trust yet can perceive and enforce policies.
8. ChainCatcher: What are the practical benefits for developers?
Rix:Our deployment on the BNB chain has verified several major advantages:
Lower development costs: You can accomplish everything with our SDK, without needing to build the infrastructure for signatures, gas sponsorship, and execution from scratch.
General ERC-20 Compatibility: Directly supports standard ERC-20 tokens without requiring token upgrades or new authorization processes.
Zero Gas Fee by Default: Transactions are executed through sponsored delegation, so users don't need to worry about it.
Production-Ready Reliability: Actively running on the BNB Chain with an extremely low transaction failure rate.
Governance settlements are much faster: The "sign-to-pay" process reduces the delay in governance settlements by more than 70%.
Born for Agents: The architecture is inherently designed for automated, strategy-aware execution, making it particularly suitable for agents and high-frequency systems.
9. ChainCatcher: How is security and compliance ensured?
Rix:Each transaction can be associated with a verified identity through a "Governance Passport," while cryptographic techniques ensure privacy protection. The operation of the "Execution Coordinator" is fully transparent, and we also provide optional compliance modules supporting KYC, jurisdiction filtering, and policy-based restrictions. As a result, Q402 can seamlessly integrate into a permissionless open ecosystem while also operating effectively within regulated financial environments.
How can the Quack AI ecosystem accelerate the Q402?
10. ChainCatcher: What is the current adoption status of the Quack AI ecosystem?
Rix:We have built a solid foundation, issuing over 7.0 million governance identities; integrated more than 40 networks, verified over $3.5 million in on-chain revenue, and recorded thousands of AI-driven governance actions. Q402 is now building upon this foundation to expand its capabilities to all EVM-compatible networks.
11. ChainCatcher: Where was your latest round of funding primarily allocated last year?
Rix:These 3.6 million USD were primarily invested in the following areas: multi-chain expansion for the "Execution Coordinator"; SDK and API development for wallets and dApps; AI-driven strategy interpretation features; and pilot projects for RWA governance.
12. ChainCatcher: What role does the $Q token play within the ecosystem?
Rix:Q tokens serve as the connecting element for participation, staking, and governance execution. Users can stake them with verified agents to earn execution fees and influence network policies. The reward mechanism is based on constructive, transparent on-chain activities rather than speculation.
13. ChainCatcher: Can you share your roadmap for future development?
Rix:We plan to take the following steps:
1. Promote the "Sign-to-Pay" standard: Strengthen Q402's position as the default execution layer on the BNB Chain and expand to more EVM networks.
2. Enhance Agent Capabilities: Introduce reasoning and proof, protected execution, and coordination mechanisms among agents to ensure autonomous actions are both explainable and executable.
3. Implement "Pre-Execution Simulation": Introduce simulation and sandbox environments that allow project teams to thoroughly test their governance, funding, and market strategies before committing real funds on-chain.
4. Promote intelligent fund management: Launch autonomous, strategy-aware fund management agents capable of real-time monitoring, analysis, and collaborative execution.
5. Unified Agent Economy: Launch the Q402 Mainnet v2, enabling adaptive strategy learning and cross-agent coordination, and establish a shared execution registry across multiple protocols and blockchains.
14. ChainCatcher: Finally, please share with us, what is your long-term vision?
Rix:Our long-term vision is to make Q402 the default execution layer for on-chain systems. We are moving toward a future where, regardless of the underlying chain, the assets used, or the application involved, transactions, payments, and automated operations can all be authorized through a single intelligent, policy-constrained signature.
Q402 will also continue to evolve, going beyond basic execution. In the future, it will place greater emphasis on:
A smarter and more strategy-aware "Sign-to-Pay" process;
An agent-driven execution that dynamically adjusts according to real-time conditions;
Achieve verifiable and auditable actions at the system scale level.
As agents, applications, and organizations fully move on-chain, Q402 aspires to become the invisible underlying infrastructure, securely and automatically translating intentions into actions across networks.
