Plume Network Secures ADGM License, Eyes RWA Expansion in the Middle East

In accordance with 528btc, Plume Network, a modular Layer 2 blockchain focused on real-world assets (RWA), has obtained a commercial license from the Abu Dhabi Global Market (ADGM) registry, paving the way for expansion into the Middle East. The license allows Plume to scale RWA issuance and distribution in the Middle East, Africa, and emerging markets, though further approval from ADGM is required. The move positions Plume, one of the leading blockchains by number of RWA holders, to establish a foothold in a region attracting global banks, fintech firms, and asset managers such as BlackRock and Deutsche Bank. Plume CEO Chris Yin emphasized the region’s advanced regulatory framework and ambitions for economic diversification as ideal for innovation. The company also recently secured a transfer agent license from the U.S. SEC for tokenized securities. Plume plans to open a permanent office in Abu Dhabi by year-end and issue a business announcement in early 2026.
