Additionally, 113 addresses transferred partial assets in advance, involving about 35.52 million USDT. On average, Tether took approximately 2 hours and 16 minutes from publicly announcing a freeze proposal to executing it, creating a significant time window between announcement and execution. Some addresses may have monitored public proposals and exploited this delay to preemptively move illicit funds.
