The U.S. Office of the Comptroller of the Currency (OCC) plans to finalize its cryptocurrency rules under the GENIUS Act by October 31. Comptroller Jonathan Gould announced the updated timeline during DC Fintech Week on October 15, 2026. The move brings on-chain news closer to regulatory clarity. The previous deadline was set for November.

The U.S. Office of the Comptroller of the Currency (OCC) expects to finalize its stablecoin rules under the GENIUS Act by the end of October, earlier than its previous November target. Comptroller Jonathan Gould shared the revised timeline during DC Fintech Week, according to crypto journalist Eleanor Terrett on October 15.

Gould said the agency expects to publish the final rule “in the very near term.” The rules will establish how the federal banking regulator oversees stablecoin issuers under the law.

OCC Advances Stablecoin Regulatory Framework

Signed into law on July 18, 2025, the GENIUS Act establishes federal requirements for payment stablecoins, including reserve backing, customer redemptions and anti-money laundering compliance.

In February 2026, the OCC proposed a 376-page rule covering reserve management, capital requirements, audits and regulatory supervision. The final rule is expected to clarify how eligible banks and nonbank institutions can issue payment stablecoins.

Regulators Prepare GENIUS Act Rules

The GENIUS Act is scheduled to take effect on January 18, 2027, or 120 days after federal regulators issue their final rules, whichever comes first.

The Federal Reserve, Federal Deposit Insurance Corporation and Treasury Department are also developing rules for other parts of the legislation. The OCC’s revised timeline provides an updated target for completing its portion of the regulatory framework.
