Michael Saylor noted that BIP-110 failed to achieve the 55% voluntary support threshold in the current Bitcoin mining difficulty cycle. As of block 960,561, only 24 blocks carried the BIP-110 flag, all from OCEAN-affiliated mining nodes. Outside OCEAN, no block propagation showed the signal. Saylor stated that the 55% threshold is mathematically unattainable under current rules. OCEAN has enabled BIP-110 signaling by default. Starting at block 961,632, software will reject non-signaling blocks, making any “100% signal” a result of enforcement, not consensus.

BlockBeats news, August 1: Michael Saylor, founder of Strategy, posted that during the current Bitcoin difficulty adjustment cycle (with 946 blocks mined up to block 960,561), only 24 blocks have set the flag bit in the block header version field to signal support for BIP-110. All miner signals originate from DATUM miners sharing rewards via OCEAN. Signals outside OCEAN amount to zero. The voluntary threshold of 55% has mathematically become unattainable in this cycle. This does not represent miner consensus.

OCEAN has set the BIP-110 signal as default for its existing endpoints. The BIP-110 guidelines direct node operators to use Bitcoin Knots and miners to use DATUM. Regardless of intent, BIP-110 has effectively become a vertical marketing campaign for Knots and OCEAN/DATUM.

Before block 961,632, BIP-110 was voluntary. From block 961,632 to 963,647, the software rejected all blocks that did not signal support. Any "100% signaling" observed during this window was solely the result of enforced rules, not voluntary miner support or Bitcoin consensus.
