Kazakhstan has linked private Bitcoin mining incentives to the expansion of its National Strategic Crypto Reserve while approving the digital tenge for government procurement. The two measures strengthen the country’s digital asset strategy by combining sovereign cryptocurrency accumulation with wider use of its central bank digital currency.


Strategic Mining Programme

The government has approved a strategic digital mining framework that grants eligible companies electricity quotas at ceiling tariffs for up to 10 years. In exchange, participating miners must transfer part of their mined cryptocurrency to the Astana Hub autonomous cluster fund.


Those digital assets will then move to the National Investment Corporation under the National Bank for trust management. Consequently, the holdings will replenish Kazakhstan’s National Strategic Crypto Reserve without requiring the government to operate mining facilities.

Authorities will process applications through Kazakhstan’s E-licensing database. A dedicated commission will evaluate each submission before making a final decision.


Moreover, approved miners must sign an agreement with the Astana Hub fund within five working days. They must also complete a separate electricity purchase contract with the relevant energy-producing organization before receiving subsidized electricity allocations.


The framework enables Kazakhstan to benefit from private sector mining while building state-backed cryptocurrency reserves. Therefore, the government gains exposure to Bitcoin production without directly managing mining infrastructure.


Digital Tenge Goes Live for Public Spending in August

Kazakhstan has also expanded the role of its central bank digital currency across public finance. Deputy Prime Minister and Minister of National Economy Serik Zhumangarin chaired a government meeting reviewing progress on the digital tenge programme.


Officials concluded that the platform is ready for public procurement following integration with the Ministry of Finance’s information systems. Therefore, government agencies will begin using the digital tenge for purchases of medicines, fuel, lubricants, and other material supplies from August.


Kazakhstan has already issued 340 billion digital tenge, equivalent to approximately $626 million, through its CBDC programme. Additionally, authorities have completed 20 pilot projects, while another 10 remain underway. The government is also preparing 50 additional pilot projects to broaden the platform’s use.


Besides the procurement rollout, officials have mandated digital tenge payments across eight categories of budget expenditure covering projects worth more than 100 million tenge, or roughly $184,000. These categories include infrastructure construction, budget lending, subsidies, grant financing, procurement by the National Bank, and purchases involving quasi-state entities.
