Kazakhstan has finalized new cryptocurrency rules that tie regulated electricity access to contributions to a state-backed digital asset reserve. Effective August 1, large mining firms with 150 MW or more must meet performance and tax compliance standards. Approved operators must buy power from designated suppliers and send mined assets to Astana Hub, managed by a state investment company under the National Bank. The reserve may invest in digital assets, financial products, and blockchain firms. New token listings could emerge as the reserve expands its holdings.

Kazakhstan has taken another step toward integrating cryptocurrency into its national economic strategy. The government approved new strategic digital mining rules that connect regulated electricity access with contributions to a state-backed crypto reserve. The framework encourages large mining operators to work within a regulated environment while strengthening the country’s long-term digital asset ambitions.

Moreover, the initiative reflects Kazakhstan’s broader effort to position itself as a leading destination for industrial-scale cryptocurrency mining through clear regulatory standards and state oversight.

Strict Standards for Strategic Mining

The regulations, approved on July 18, will take effect on August 1. Only large mining companies can qualify for strategic status. Operators must own mining facilities with at least 150 megawatts of installed capacity.

Additionally, their equipment must meet strict computing performance requirements. Companies also need skilled technical staff, repair facilities, multiple internet connections, and fully compliant tax records before receiving approval.

Crypto Reserve Expands National Strategy

Approved operators must purchase electricity through designated suppliers and transfer part of their mined digital assets to Astana Hub. Subsequently, a state investment company under Kazakhstan’s National Bank will manage those holdings.

The reserve may invest in digital assets, related financial products, and blockchain-focused companies. Consequently, Kazakhstan continues expanding its regulated digital asset ecosystem while aligning private mining activity with national economic objectives.
