The crypto industry’s most powerful lobbying apparatus is about to go primetime. Cedar Innovation Foundation, a 501(c)(4) nonprofit tied to the Fairshake super PAC network, is preparing to blanket national cable television with ads designed to build public support for the Digital Asset Market Clarity Act, also known as the CLARITY Act.
The campaign represents a seven-figure ad buy across CNBC, CNN, Fox News, Newsmax, and MSNBC. It’s a calculated escalation in what has become one of the most expensive policy fights in crypto’s short history, with the Fairshake network sitting on a war chest north of $122 million heading into the 2026 election cycle.
Three ads, one message: banks are the villain
The campaign consists of three separate ad spots, each designed to hit a different pressure point. The first is a straightforward attack ad going after banks for opposing the CLARITY Act while, the ad argues, profiting handsomely from the regulatory ambiguity that currently exists.
The second and third spots take a softer approach. One features endorsements from the AARP, framing the legislation as a tool to protect seniors from crypto-related scams. The other highlights support from law enforcement groups, with a specific focus on provisions aimed at regulating crypto ATMs, which have become a common vector for fraud targeting older Americans.
Cedar Innovation Foundation shares a spokesman with the broader Fairshake network but, as a 501(c)(4) organization, does not disclose its donors. That structure allows it to run issue ads without the transparency requirements that apply to super PACs making explicit electoral expenditures.
What the CLARITY Act actually does
The CLARITY Act, formally designated as H.R. 3633, attempts to solve one of crypto’s oldest regulatory headaches: figuring out whether the SEC or the CFTC should oversee different types of digital assets. The bill has already cleared the House and made progress through Senate committees. The Senate has an initial vote scheduled for September 15, 2026.
The banking sector has pushed back particularly hard on certain stablecoin provisions within the bill. Banks have historically viewed stablecoins, digital tokens pegged to the dollar, as a competitive threat to their deposit base. Stablecoin issuers essentially perform a bank-like function (holding reserves, issuing dollar-denominated instruments) without being subject to the same capital requirements and regulatory oversight.
The Fairshake factor
Fairshake and its affiliated entities have poured tens of millions of dollars into the 2026 election cycle to support candidates sympathetic to digital asset policy. Key funders include Coinbase, Ripple Labs, and Andreessen Horowitz. The network commenced the general election period with over $122 million in funding. Launched in 2023, Fairshake and its affiliates contributed nearly $196 million in the 2024 election cycle.
The choice of cable networks is deliberate. CNBC reaches the financial professional class that shapes market sentiment. Fox News and Newsmax hit the conservative base that has increasingly embraced crypto as an anti-establishment financial tool. CNN and MSNBC ensure the campaign reaches Democratic-leaning viewers whose senators may be on the fence about supporting industry-backed legislation.
What’s at stake for digital asset markets
If the CLARITY Act passes, it would establish the clearest jurisdictional framework for digital assets that the US has ever had. The SEC would retain authority over tokens that function as securities, while the CFTC would oversee those that behave more like commodities. The bill seeks to resolve persistent regulatory ambiguities by defining “digital commodities” and establishing necessary regulations for intermediaries involved in the digital asset market.
The banking industry’s opposition adds an unpredictable variable. Financial institutions carry enormous lobbying weight in Washington, and their concerns about stablecoin provisions could result in amendments that significantly alter the bill’s final form. The September 15, 2026 vote will be a defining moment for US crypto policy.
