The decline in validator count is primarily linked to the validator consolidation mechanism introduced with the Pectra upgrade. This upgrade increased the maximum effective balance per validator from 32 ETH to 2048 ETH, allowing operators to consolidate multiple validators without exiting their stakes, thereby reducing network communication and consensus overhead. Currently, approximately 507,000 ETH are in the consolidation queue, with an estimated waiting time of about 5 days and 11 hours.
