Collaboratively build high-quality corpora and industry-specific datasets, promote multilingual corpus sharing, and lay a solid foundation for global AI innovation. 2. Inclusive Intelligent Computing Initiative Promote interconnectivity of intelligent computing infrastructure. Provide inclusive intelligent computing services to developing countries. Jointly develop green energy-powered infrastructure to advance green and low-carbon development of computing facilities, providing computational support for sustainable global AI development. 3. Open Ecosystem Sharing Initiative Encourage the joint establishment of international AI open-source communities, foster international exchanges and cooperation among open-source communities, and promote sharing of general-purpose large models, foundational algorithms, and tool components. Collaboratively develop open-source compliance frameworks and security guidelines. Support countries in leveraging open-source models for localized innovation to build an open, shared, secure, orderly, and collaboratively governed global AI open-source ecosystem. 4. Deep AI Empowerment Initiative Deepen “AI+” cooperation by building cross-border industrial collaboration platforms, supporting digital and intelligent capacity building in developing countries, promoting standardized application and innovative development of intelligent agents, and advancing AI applications in science, manufacturing, healthcare, education, agriculture, and governance to drive economic growth, improve social governance, and enhance public well-being. 5. Joint Development of Digital-AI Talent Initiative Establish joint mechanisms for cultivating top-tier digital-AI talent through international cooperation among universities, research institutions, and enterprises. Collaboratively develop professional standards and skills certification systems to provide diversified, multidisciplinary talent support for global AI development. Enhance public AI literacy while safeguarding the rights of vulnerable groups. Jointly address the impact of rapid AI advancement on employment. 6. Joint Development of Standards and Regulations Initiative Build a unified AI standards and specifications system and promote international standard formulation and revision. Collaboratively establish mechanisms for standard alignment and coordination to enhance the inclusiveness and interoperability of standards systems. Strengthen alignment and coordination of AI development strategies, governance rules, and technical standards. 7. Collaborative AI Safety Governance Initiative Jointly establish an AI safety governance mechanism, enhance sharing of cybersecurity threat information and cooperation on emergency response, and prevent misuse or abuse of AI technologies. Research ways to improve AI interpretability, transparency, and security; strengthen AI data governance; and foster a favorable environment for global AI development. Advocate for open platforms to share best practices and promote international cooperation on AI safety governance worldwide. 8. AI for Good Initiative Uphold ethical principles of openness, transparency, privacy protection, and controllable trustworthiness in AI technology; jointly build an AI ethics framework. Implement the people-centered, AI-for-good philosophy to foster a more humane intelligent society. Eliminate racism, discrimination, and other forms of algorithmic bias to ensure fairness and non-discrimination. Advance international governance cooperation in AI research to provide public scientific products for the Global South in support of the United Nations 2030 Sustainable Development Goals.
