A project announcement reveals that China’s largest integrated photo-hydrogen storage project has reached a key milestone. The 60 MW/120 MWh storage station for Guohua Rudong’s 400 MW initiative went online on October 14. Located in Rudong, Jiangsu, the station is part of China’s third batch of large-scale wind and solar projects. It converts excess solar power into hydrogen during periods of low demand and discharges electricity during peak hours. Project funding updates highlight ongoing testing of the hydrogen production section, with the photovoltaic and storage components now fully operational.
CoinDesk reports:

IT Home, October 14 news: According to Xinhua News Agency today, the accompanying energy storage power station for the Guohua Rudong 400 MW integrated photovoltaic-hydrogen-storage project officially went online and began operation.

At this point, the photovoltaic and energy storage components of the project have been fully commissioned, while the hydrogen component is undergoing final debugging. The energy storage facility has a capacity of 60 MW / 120 MWh, making it the largest energy storage system配套 in China’s integrated photovoltaic-hydrogen-storage project.

The project is located in the coastal tidal flat area of Yangkou Port, Rudong, Jiangsu Province, with a total photovoltaic capacity of 400 MW and covering approximately 4,388 mu. It is a key project in the third batch of national "desert,戈壁, wasteland" large-scale wind and photovoltaic bases. The project includes the construction of a new 220 kV onshore substation and a hydrogen production and refueling station with a hydrogen production capacity of 1,500 standard cubic meters per hour (IT之家 note: hydrogen refueling capacity of 500 kg/day), forming a complete industrial chain of "power generation — energy storage — hydrogen production — hydrogen refueling."

Among them, the photovoltaic power station achieved full-capacity grid connection and power generation on April 29, 2025, with an annual average grid-connected electricity output of approximately 468 million kilowatt-hours, sufficient to meet the annual electricity needs of nearly 200,000 households.

The newly commissioned energy storage power station consists of one 60 MW / 120 MWh energy storage unit, configured with 27 battery containers each with a capacity of 5 MWh, 13 prefabricated converter-step-up units each rated at 5 MW, and one prefabricated converter-step-up unit rated at 2.5 MW. After connecting to a 35 kV busbar, it is integrated into the grid via a single 220 kV cable linked to the photovoltaic step-up substation.

As a grid-side energy storage project, this energy storage station accepts unified dispatching from Jiangsu Power Grid and complements hydrogen production loads by shifting operations to off-peak periods. During periods of high photovoltaic output and insufficient grid absorption capacity, surplus electricity is prioritized to charge the energy storage batteries, while hydrogen production equipment simultaneously increases output to convert excess power into storable hydrogen. During peak grid demand, the energy storage station rapidly discharges to support grid peak loads, while hydrogen production loads adjust accordingly to prioritize power supply to the grid, creating a flexible interaction model of “hydrogen production during off-peak hours and power delivery during peak hours.”

Compared to traditional photovoltaic and energy storage projects, the integrated photovoltaic-hydrogen-energy storage system uses hydrogen production as a flexible load absorption outlet, creating a multi-time-scale regulation system that combines rapid response with long-duration storage.

After the commissioning of this energy storage unit, Rudong County’s integrated “source-grid-load-storage-hydrogen” energy system has been further enhanced. To date, the total installed capacity of new energy in Rudong County has exceeded 8.3 million kilowatts, with wind, solar, and other new energy sources becoming the primary contributors to the regional energy supply.
