As 96.5% of large U.S. public companies adopt AI governance policies, but 46.3% of senior AI executives report instances of circumvention, spending is shifting from policies to runtime controls.
London, November 4, 2026 /PRNewswire/ — AI Markets Group (AIMG) today released a special report, “AI Governance Platforms,” estimating the market size for software used to approve, restrict, and audit enterprise AI usage. AIMG estimates the market will reach $3.6 billion in 2027 and grow to $12.5 billion by 2030, at a compound annual growth rate of 51%.
The current constraint has shifted from policy to enforcement. Although 98% of organizations have established AI data access policies, 86% of IT leaders report that AI tools or agents accessed sensitive data beyond intended limits last year.

“Almost every large organization has a responsible AI policy, but far fewer can demonstrate that a specific agent actually applied that policy when performing a given action,” said Peyman Mestchian, Chairman of AIMG. “Governance is becoming a control plane, and vendors that control the execution points will capture the majority of value.”
Key points
- Most spending is embedded. By 2030, the independent platform market will reach $1.57 billion; the remaining spending will be sourced through hyperscale cloud providers, security, and identity platforms.
- Agents are reshaping the market. Agent governance and non-human identities are growing the fastest, with an annual growth rate of 81%.
- Regulatory decisions set the pace. The EU’s Digital Omnibus has postponed the deadlines for high-risk requirements to December 2027 and August 2028, but has not eliminated these requirements.
- Industry consolidation is underway. AIMG expects that by 2028, most independent niche players will be acquired or merged.
- The single-company spending by Global 2000 enterprises will increase from $1.5 million in 2027 to $3.4 million in 2030, more than doubling.
AIMG recommends that buyers associate their single AI list with runtime safeguards and agent identities before the EU's 2027 deadline.
