What the CLARITY Act changes isn’t the permission. It’s the certainty. A pension fund doesn’t commit capital based on a regulatory interpretation that the next administration could reverse. With a law passed by Congress, it does. XRP can already be used. With CLARITY, it will be possible to use it without anyone having to justify it.
