The U.S. Department of the Treasury and major federal stablecoin regulators failed to complete the final implementing rules of the GENIUS Act within the one-year deadline of July 18. The Act, signed into law on July 18, 2025, required the Office of the Comptroller of the Currency (OCC), the Federal Reserve, the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration (NCUA), and the Treasury to establish accompanying regulations within one year. As of the deadline, key rules covering issuer reserves, capital, liquidity, custody, risk management, and state regulatory recognition remain in the proposal stage. The comment period for customer identification rules extends until August 21, and the FDIC’s anti-money laundering proposal remains open until August 4.
