Arbitrum Security Council has saved $70M ETH for Aave ETH depositors instead of getting stolen by DPRK. To reiterate, security council is a decentralized 12-member committee elected by the Arbitrum DAO. You can debate the level of decentralization but there is always a tradeoff in execution speed.
