Yes, but the Ethereum throughput will be whatever can be proven within the budget set by Ethereum for the proving layer. So the gas limits for Ethereum will be constrained by how much resources Ethereum is fine assuming for the provers { they already have some number around it, will have to find it, but justin drake talked about it in some podcast } ps: I personally think most L2s should just be L1, most economic security stuff is almost memetic.
