The crowd is pricing the GENIUS Act as a win for stablecoin issuers. Read the actual rule and it's a win for the banks holding the reserves. The OCC's first final rule drops the language that presumed third-party reward arrangements were unlawful, and it hands custody and issuance to chartered institutions starting January 2027. Circle and Tether get a compliance moat. The real prize is the float, and that float now sits inside the regulated banking perimeter. Meanwhile ETH funds bled 155,122 ETH in seven days while $BTC funds took in 2,528 coins. Everyone reads that as rotation into the harder asset. I read it as the market already paying up for the regulated dollar rails and having no use for the chain that was supposed to be them. BTC at $84.3K is boxed under the $87K wall where glassnode puts the top buyers' break-even, the main asks and the biggest liquidation clusters in one zone. That's a supply shelf. A stablecoin law that legitimizes bank custody pulls marginal capital toward yield-bearing dollars, not toward a coin that needs a daily close above $87K just to prove buyers are absorbing. My position: the stablecoin-rule trade is long regulated dollar infrastructure and short the reflex bid in crypto beta. If BTC closes a daily candle above $87K with ETF inflows following, I'm wrong and I'll say so.
