That number is just for civilian systems. It doesn't include defense, intelligence, or classified systems and it doesn't include private sector migration costs. The White House Executive Order: "The Clock has accelerated" On June 22, 2026, President Trump signed two executive orders that moved quantum security from a long-term research question to an urgent administrative mandate. · The Defensive Order: Mandates federal agencies and contractors to replace the encryption protecting current data, communications, and software by fixed deadlines · The Offensive Order: Directs accelerated development of U.S. quantum computing, sensing, and networking capabilities. The deadlines are concrete: · By end of 2030: High-value assets related to "key establishment" must be migrated · By end of 2031: High-value assets related to "digital signatures" must be migrated "Buy the Migration,not the Machine" - The Market opportunity Quantum computing is a threat to encryption, but the near-term opportunity lies in the migration process itself. NYDIG Research Director Greg Cipolaro noted that the first to receive funding will be companies that help institutions identify, replace, and validate their cryptographic systems - not those building quantum computers.
