Nothing in the Bitcoin mempool bids below 0.1000 sat/vB. Not near it, exactly it, across 79,379 queued transactions. That floor is DEFAULT_MIN_RELAY_TX_FEE{100} in policy.h, cut from 1000 in v30. Same release put DEFAULT_BLOCK_MIN_TX_FEE at 1. So a stock node mines 100x below what it relays, and I can't work out what's meant to reach it down there.
