It is intuitively clear that businesses may not pass on price reductions even when tax rates are lowered, and this has been empirically demonstrated in cases such as Finland and France. The UK government’s VAT reduction during the pandemic (from 20% to 15%) was understood to be primarily aimed at protecting businesses, not at easing the burden on consumers.
