My personal opinion: The value of Bitcoin does not lie in “never changing the rules,” but in the fact that changing the rules is extremely difficult and must serve long-term security and scarcity. Allowing a batch of long-dormant coins that are almost certainly inaccessible to anyone to be taken and dumped by attackers in the quantum era would cause far greater harm to the entire network than turning those coins into permanently unspendable ones. Of course, this would trigger strong ideological backlash—“today you freeze Satoshi’s coins, tomorrow you can freeze anyone’s.” Therefore, any implementation must be extremely cautious, transparent, provide a very long buffer period, and preferably choose rate-limiting rather than outright invalidation. It is better to let these 5% of the coins sleep forever than to let them suddenly come alive under a quantum attack and crash the market.
