🔺 America Can Lead on Crypto-If Congress Chooses Clarity More than a year ago, the House passed the Clarity Act. Since then, thousands of hours of bipartisan negotiations at the staff and Member levels have produced meaningful progress. The Senate Committees on Banking and Agriculture advanced their respective titles, and a floor-ready proposal now awaits consideration. This is an opportunity for Congress to demonstrate that American leadership and responsible innovation can advance together. Digital assets are already part of the global financial landscape. The question is whether the United States will establish clear, thoughtful rules at home or allow other countries to shape the industry’s future. Consumer protection, national security, innovation, and law enforcement are shared priorities-not partisan ones. Titles II and III would strengthen regulatory and compliance obligations for digital-asset intermediaries, bringing them closer to the standards applied to traditional financial institutions. The Blockchain Regulatory Certainty Act would also provide clearer treatment of non-custodial builders and developers by codifying longstanding Treasury Department policy under the Bank Secrecy Act. The legislation’s support from law-enforcement organizations, including the Fraternal Order of Police, reflects the progress made through sustained engagement. No major legislation is perfect, but Congress should not allow the pursuit of perfection to prevent a vote on a framework shaped by extensive bipartisan work. Any remaining concerns should be addressed through constructive debate, transparent amendments, and continued oversight. The Senate should bring the Clarity Act forward for a vote. Members of both parties now have the opportunity to give consumers stronger protections, provide innovators with clearer rules, support law enforcement, and reinforce American leadership in a rapidly developing global industry. This should not be a victory for one party over another. It should be a victory for responsible governance, bipartisan cooperation, and the country’s long-term interests.
