All of these countries are signatories to the ICC and are obligated to cooperate with the Court. This raises the question: “How should an ICC arrest warrant actually be enforced?” While the application of international law involves complex issues such as diplomacy and state immunity, it is understandable that some may wonder whether legal enforcement varies depending on the individual involved—or whether international law is truly applied equally to all nations. If international law is applied differently based on the person involved, confidence in this principle would be significantly undermined.
