📌 CBDC and the Digital Assets Law: Key Highlights of the Financial Reform Plan to 2045 Deputy Prime Minister Nguyen Van Thang has just signed Decision No. 1413/QĐ-TTg approving the Comprehensive Reform Plan for Vietnam’s Financial Market, which includes numerous provisions related to digital assets. The most notable aspect is the study and preparation of a Digital Assets Law, alongside classifying crypto assets into distinct categories such as payment tokens, utility tokens, and security tokens/RWA. 👉 This means regulatory oversight will be based on the nature of each asset type, rather than treating all cryptocurrencies as a single group. The plan also mentions piloting a digital assets market and establishing a regulatory sandbox mechanism before expanding to models such as tokenization of real-world assets (RWA), digitized securities, and services operating on distributed ledger technology (DLT) platforms. Additionally, the plan refers to research into a Central Bank Digital Currency (CBDC), as well as the application of blockchain analytics to analyze on-chain data, trace abnormal fund flows, and support supervision of the digital assets market. 👏 In this 23-page document, there are numerous references to digital assets, crypto assets, and blockchain. It is clear that the government is highly attentive to this emerging field and views it as a vital component of the national financial system.
