Bipartisan negotiations have been underway for months, with discussions still focused on ethics requirements, protections for DeFi developers and other market oversight provisions. Even so, lawmakers are expected to push for Senate consideration before Congress adjourns in early August. Industry leaders argue that a clear regulatory framework could encourage innovation, strengthen consumer protections and keep digital asset activity within the United States. Whether that happens now will depend on lawmakers' ability to reach consensus on the remaining issues.
