I agree with this. A semi-decentralized approach to financial control offers a more optimal model. Fully decentralized governance changes can be hard to manage, but proposals like time-locked withdrawals for large amounts are much easier to implement in a semi-decentralized system. For example, any withdrawal above $50 million could require review, with a maximum delay of no more than 24 hours. This proposals may work with @CantonNetwork
