The draft includes a plan to render approximately 1.7 million BTC held in old and vulnerable addresses permanently unusable over time. Under the three-phase plan, users would be required to migrate to quantum-resistant addresses. However, the proposal has sparked significant community criticism due to concerns over interference with property rights.
