Buterin's FOCIL proposal serves as an anti-censorship fallback, allowing randomly selected participants to determine which transactions must be included in a block. Additionally, he suggests encrypting transactions until finality to address the problem of "toxic MEV," preventing front-running or sandwich attacks.
