In other words: 1. A maximally open and accountable layer (this is a market where anyone can buy and sell, and profit from correct decisions and lose from incorrect ones). 2. A decentralized and diverse layer that maximally stimulates intrinsic motivation. This cannot be based on tokens, as token holders are not diverse — anyone can purchase and hold 51% of the shares. Voting here should be anonymous, ideally using the MACI mechanism to reduce the risk of collusion. Prediction markets are the correct approach to achieving a "decentralized executor," because in the concept of permissionless systems, the most logical basic element of "accountability" is exactly this. However, sometimes you might want to simplify and choose a centralized executor at this level: [a replaceable centralized executor] → [a preference-setting tool that appears to be non-capturable and non-financialized]. It is best to clearly think in terms of these two layers: (i) what executes your actions, and (ii) what sets your preferences and evaluates the executor.
