Turkmenistan Legalizes Crypto Mining and Exchange Operations from 2026

Derived from RBC, Turkmenistan's President Serdar Berdimuhamedov signed the 'Law on Virtual Assets,' legalizing cryptocurrency mining and the operation of crypto exchanges and exchanges within the country. The law, published on November 28, 2025, will take effect on January 1, 2026. It regulates the creation, storage, use, and circulation of virtual assets, allowing them to be considered civil law objects but not legal tender or securities. Both individuals and legal entities must register with the central bank to engage in mining, and hidden mining is prohibited. Crypto exchanges and platforms will be licensed by the central bank, with full KYC compliance required for opening wallets. The law also imposes advertising restrictions, including risk disclosures and prohibitions on misleading claims or using state-related terms in branding.
